For more than three decades, the Minister of Sports and Youth has been part of Qatar’s sporting journey, witnessing its evolution while helping shape it from within. His Excellency Sheikh Hamad bin Khalifa has built a career as an athlete, administrator, and leader, giving him a perspective few can match. Today, that long-standing experience serves a broader purpose. In his current role, he helps shape sport and youth development at a national level, focusing on turning experience into practical outcomes for society. His responsibilities include promoting active lifestyles, expanding opportunities for young people, and supporting long-term development through sport.  As Qatar continues to invest in its most valuable resource, its people, his role is not merely to guide a sector, but to help shape the environment in which future generations can thrive.

 

Your Excellency, you began your sporting journey in football as a player with Umm Salal Club (formerly Al-Tadamun). What are your most prominent memories from those days, and how did that experience shape your character?

Beginnings always remain an integral part of a person's memory, for they form the very foundation upon which their life's journey is built. My sporting journey began with Al-Tadamun Club, which I joined from 1982 until 1990. During that period, I also had the distinct honor of representing our youth national team, an experience I cherish deeply for all that it contributed to my athletic and personal development.

This era served as a vital milestone in shaping my character and capabilities. Engaging in sports at such an early stage of my life instilled in me practical lessons, most prominently among them are commitment, discipline, and accountability, alongside the value of teamwork and the importance of collaboration to achieve shared goals. I can confidently say that many of the principles that guide my professional career today trace back to those formative years.

 

After Al-Tadamun, you continued your sporting career with Al-Rayyan Club, renowned for its massive fan base in Qatar. How did this immense public passion influence your perspective on the social and cultural significance of football in the country?

I moved to Al-Rayyan Club in 1990 and played there until 1994. This transition represented an exceptional milestone in my sporting career. Al-Rayyan is not merely a sports club; it is a profound social phenomenon.

Playing before such a vast and passionate fan base made me realize early on the immense responsibility placed upon players to bring joy to these supporters. This public passion shaped my perspective that sports are not just about match results and championship titles, but are rather a powerful tool for building societies and fostering social cohesion.

 

For over three decades, you have been closely involved in the sports sector as a player, an administrator, and a leader, and today you hold the position of Minister of Sports and Youth. How has this multifaceted journey enriched your understanding of the responsibilities associated with developing sport in Qatar?

Progressing from a player to an administrator, then to a federation president, and now serving as the Minister of Sports and Youth has granted me a comprehensive and profound vision of the sports ecosystem. This extended journey has allowed me to understand the challenges a player faces, the burdens placed upon an administrator, and the ambitions and aspirations a leader strives to achieve. It has underscored the vital importance of ensuring that objectives do not conflict, so that the institution ultimately succeeds in realizing its mission and vision.

My idea of responsibility today at the Ministry is a commitment to translating the vision of our wise leadership into a tangible reality. We aim to achieve this by empowering Qatari youth, cultivating future champions, and developing a sustainable infrastructure that serves generations to come.

 

Based on your experience across different sports leadership positions, what are the key qualities you see as essential to successfully and sustainably manage and develop the sports sector?

I believe that success in managing the sports sector requires a blend of clear vision and flexibility in execution. Today, governance and transparency have also become fundamental elements in building all successful institutions, alongside investing in young national talent and granting them the opportunity to participate in shaping the future. Ultimately, a genuine passion for sports, coupled with long-term planning, remains the defining factor that makes a difference and transforms ambitions into tangible achievements.

 

 

Your Excellency, you served as the President of the Qatar Football Association from 2005 to 2023, in addition to leading the Qatar Stars League for 15 years, which are two of the most influential and demanding positions in Qatari sports. Looking back on this extensive journey of leadership, how do you reflect on that chapter of your career?

It was a phase defined by intensive work, major challenges, and historic achievements of which we are all immensely proud of. During that period, from 2005 to 2023, we established ambitious strategies to build a formidable generation for Qatari football. This culminated in capturing the AFC Asian Cup in 2019 for the first time in our history, alongside numerous regional and continental titles.

As for the Qatar Stars League, our focus was on enhancing professionalism and transforming our clubs into advanced institutional entities. This chapter served as the solid foundation proving that sound planning, when coupled with strong resolve, creates excellence. Perhaps what truly distinguishes that era is that its achievements were not tied to a specific championship or a single event, but rather to the entrenchment of an integrated operational system. This system has contributed to building a more sustainable foundation for Qatari sports and created an environment capable of sustaining long-term achievement and development.

 

In your role as Chairman of the local organizing committee for the World Cup, what key lessons emerged from managing one of the most scrutinized global sporting events in history?

The most prominent lesson is that great success begins with a clear vision and a genuine belief in national capabilities. Qatar has proven that long-term planning, institutional operations, and effective coordination among various entities can yield exceptional results. This experience also underscored the importance of investing in national talent, granting them the confidence and the necessary space for creativity and innovation. Furthermore, it demonstrated that holding fast to cultural identity does not conflict with global openness; rather, it can be a core element of success and distinction.

We presented the world with an inspiring model of organizational efficiency blended with Arabic identity and culture. This experience has firmly confirmed that what some may view as an insurmountable challenge can be transformed into an inspiring success story when vision, resolve, institutional teamwork, and cross-sector cooperation are all present.

 

The FIFA World Cup Qatar 2022 is widely regarded as a major success for football and Qatar. What moments or aspects of this historic event remain most significant to you?

It is difficult to condense such an extraordinary experience into a single moment, as every instant of that tournament was historic and a prominent milestone in our journey. However, the moment the event’s organizational success was declared, coupled with the way global fans united around what became the finest edition in World Cup history, remains the most enduring legacy.

Furthermore, the aspect of greatest significance to me is the cultural message that Qatar conveyed and its success in reshaping stereotypes about the Arab world. We succeeded in presenting a new model of how sports can be leveraged to foster dialogue among people and cultures.

 

Beyond the atmosphere of the FIFA World Cup Qatar 2022, in what ways are its legacy and outcomes continuing to guide and support the trajectory of sports development in Qatar today?

The tournament's legacy extends far beyond sports facilities and advanced infrastructure, vital as they are. The true legacy lies in the human expertise and institutional knowledge accumulated over years of preparation and organization. This has positioned Qatar as a destination of choice for many nations seeking to host major championships, looking to benefit from our successful experience.

Today, this expertise has become a national asset that contributes to hosting further major sporting events. Furthermore, the World Cup facilities continue to fulfill their role in serving the community, as well as local and international sports, thereby reinforcing the sustainability of the impact left behind by the tournament.

 

Sport in Qatar has become increasingly interconnected with public health and community wellbeing, with initiatives such as National Sports Day and institutions like the 3-2-1 Olympic and Sports Museum serving as a few examples of this broader approach. How do you view the role of sports in shaping long-term health patterns, lifestyle, and community wellbeing?

Qatar National Vision 2030 has established human development as a fundamental pillar, and sports serve as one of the actual drivers of this development. The vision of our wise leadership, manifested in initiatives such as National Sports Day, has transformed sports from a mere hobby into an ingrained community culture and a daily lifestyle.

The long-term role of sports is to build a healthy, resilient, and productive society, reducing the burden of chronic diseases while enhancing the psychological and physical well-being of community members. Investing in sports is a direct investment in the prevention of illnesses and the overall well-being of society.

 

What message would you like to convey to the youth of Qatar regarding the importance of sports in building character, fostering values, and opening new opportunities for the future?

My message to Qatari youth is this: you are the nation’s true wealth and the leaders of its future. You must have a steadfast belief that the future is built through knowledge, hard work, and dedication. At the Ministry of Sports and Youth, we are committed to empowering young people and providing the environment and programs that help them develop their skills and transform their ideas into initiatives and projects that serve our nation.

To them, we say: the Ministry’s doors are always open to support your ideas and innovations, because we truly believe that every promising idea held by a young Qatari man or woman can be transformed into an initiative or a project that leaves a real impact on society and contributes to building the future of our nation.

 

Today, sports increasingly intersect with numerous fields, including health, education, culture, history, and even art. In light of Qatar’s long-term investment in sports as a societal pillar, how do you explain this comprehensive role of sports within the national framework?

This interconnectedness is the very secret behind the success of the Qatari model. Sports in Qatar no longer operate in isolation; rather, they serve as an essential partner within our national ecosystem. At the Ministry of Sports and Youth, we work closely with the Ministry of Education and Higher Education to enhance school sports and discover young talent early on.

We also collaborate with various state sectors and institutions to promote awareness and health-focused activities. This collective effort contributes to transforming sports into an effective tool for achieving sustainable development, diversifying the economy, boosting sports tourism, and building bridges of cultural communication with the world. thereby highlighting its comprehensive role as a pillar of national development.

 

Looking ahead, are you keen to witness the upcoming FIFA World Cup 2026 hosted in the United States, Canada, and Mexico? What significance does such a global event hold for you after your experience with the FIFA World Cup Qatar 2022?

Undoubtedly. The FIFA World Cup 2022 remains the biggest and most widely anticipated sporting event globally. We look forward to witnessing a new edition that promises to introduce distinct organizational concepts and innovative approaches to hosting. Furthermore, we eagerly anticipate a distinguished performance from our national team. We have absolute confidence in their ability to deliver a caliber of play befitting the reigning champions of Asia, thereby sustaining the prominent presence of Qatari football on the international stage and ensuring we compete at the highest possible level globally.

 

Your Excellency, is there anything you would like to add that we have not covered in this conversation?

In closing, I would like to emphasize that the development of our sports and youth sectors remains a continuous journey. The achievements of recent years represent a launchpad for further success. We reaffirm our commitment to empowering our youth and bolstering the State of Qatar’s position as a leading global sports destination and a hub for innovation and excellence. This drive directly aligns with the aspirations of our wise leadership and our nation's future vision. We firmly believe that investing in sports and youth is an investment in the very future of Qatar, serving as a fundamental pillar of our sustainable development.
